The middle fifth of Americans pay about a fourth of their income in taxes, while the top 1 percent pay about a third of their income in taxes. The 2017 Tax Law Made Our Tax System Less Progressive. The 2017 Tax Cuts and Jobs Act (TCJA), backed by President Trump and GOP leaders in Congress, lowered taxes for most households but most dramatically for the rich. As a result, America’s tax system overall is less progressive today. High-Income Taxpayers Paid the Highest Average Income Tax Rates. The 2016 IRS data shows that taxpayers with higher incomes pay much higher average income tax rates than lower-income taxpayers. The bottom 50 percent of taxpayers (taxpayers with AGIs below $40,078) faced an average income tax rate of 3.7 percent. As filers’ income increases, the average tax generally increased. Those in a range from below to just above the income of the middle-class, with AGIs in the range from $50,000 to $200,000, paid an average income tax rate of 10.8 percent.
